High level academic forum on 40 years of environmental protection in China successfully held

PACE 2012 annual thematic meeting – a high level academic forum on 40 years of environmental protection in China has been successfully held on January 3-5, 2013 in Hong Kong which is co-organized by the Chinese University of Hong Kong, PACE, Tsinghua University, Peking University, and the Chinese Academy for Environmental Planning (CAEP), and hosted by the Institute of Environment, Energy and Sustainability, the Department of Geography and Resource Management  of the Chinese University of Hong Kong, and CUHK Jockey Club Initiative Gaia. In the past four decades and since the opening and reform in particular, China has experienced an unprecedented and dramatic socio-economic reform and development, creating a miracle of economic growth that attracts the attention of the whole world and becoming the second largest economy in the world. However, the rapid economic growth has been accompanied by such issues as environmental pollution, ecological damage, and resource depletion, etc., thus constituting a great challenge to China’s sustainable development. In this context, the organizing committee of the forum has invited the top experts and scholars in China’s environmental science & technology community to review and exchange the achievements gained, experiences and lessons in different dimensions of China’s environmental protection learnt in the past 40 years, and give their insights with regard to the future development and how to address the challenges facing China.

At the opening ceremony in the morning on January 3, Professor Joseph J Y SUNG, Vice-Chancellor and President of CUHK, Dr. Rita FAN HSU Lai Tai, Steward of the Hong Kong Jockey Club, Mr. WONG Kam Sing, Secretary for the Environment, Government of the Hong Kong Special Administrative Region, Professor CHEN Jining (represented by Prof. HAO Jiming), and Professor WANG Jinnan, Chairman of PACE and Vice President, Chinese Academy for Environmental Planning made opening speeches respectively.

Prof. QU Geping, the first head of the National Environmental Protection Agency (NEPA) of China, and the former Chairman of the Environment and Resources Committee of the National People’s Congress, as the special invitee of the forum delivered a speech on “40 years of environmental protection in China”, in which Prof. QU outlined the history of China’s environmental protection in the past 40 years and gave his in-depth thinking for China’s environmental protection in coming years.

The remaining time of the first day of the forum was devoted for keynote speeches by specially invited speakers, touching upon climate change, water pollution control and water quality management, air pollution control and air quality management, toxic and hazardous pollutants and human health, ecological health and remediation, urbanization and environmental governance, environmental planning and policy reform, environmental legislation building, and strategic environmental assessment.

On day two, the forum was conducted in three parallel sub-fora – environmental policy and management; environmental pollution and control; ecology health and urban environment in which the invited experts will make presentations.

The third day of the forum was dedicated to youth forum on environmental sciences at which 12 young scholars from both at home and abroad will give presentations on subjects related to environmental sciences and environmental policies and management.

In addition to the above-mentioned organizing and hosting entities, the forum has got the support of more than 10 universities in the mainland and Hong Kong, and is funded by the Hong Kong Jockey Club.

中国环保四十年高层学术论坛成功召开

PACE 2012年主题年会 - “中国环境保护四十年” 高层学术论坛于2013年1月3 - 5日在香港成功举行。本次论坛由香港中文大学、 环球中国环境专家协会、清华大学、 北京大学，以及中国环境规划院联合主办；由香港中文大学环境、能源与可持续发展研究所，赛马会地球保源行动，以及地理与资源管理学系承办。在过去40年，特别是改革开放以来，中国经历了空前巨大的社会经济的改革与发展，创造了举世瞩目的经济增长奇迹，跃升为全球第二大经济体。但是，经济高速发展的同时也带来严重的环境污染、生态破坏和资源耗竭等问题，成为中国可持续发展所面临的巨大挑战。为此，“论坛”组委会邀请了中国环境科技界的顶级专家学者对中国环境保护事业各个领域的成就、经验和教训进行总结和交流，对今后的发展以及如何应对面临的挑战提出看法，并特别邀请中国首任国家环境保护局局长，原全国人大环境与资源委员会主任曲格平教授在开幕式做“中国环境保护40年”的特约嘉宾报告。

在1月3日上午论坛开幕式上，香港中文大学校长沈祖尧，香港赛马会董事范徐丽泰博士，香港特别行政区政府环境局局长黄锦星先生，清华大学郝吉明院士（代表陈吉宁校长），中国环境规划院副院长，环球中国环境专家协会主席王金南博士分别致辞。

在随后的“中国环境保护40年”特约嘉宾报告中，曲格平教授从三个方面 – 社会背景、环境保护历程、几点思考 – 回顾了中国环境保护40年的发展。

会议第一天还安排了8个主旨报告，涉及气候变化、水污染防治与水质管理、大气污染防治与空气质量管理、有毒有害污染物与人体健康、生态健康与修复、城市化与环境治理、环境规划与政策改革、环境法制建设、以及战略环境评价。

会议第二天分3个分论坛，邀请18位专家分别在环境政策与管理，环境污染与防治，以及生态健康与城市环境三个议题下作专题报告。

会议第三天为青年环境科学论坛，邀请国内外12位年轻学者就环境科学与技术，以及环境政策与管理相关问题讲演。

本次会议除上述主办和承办单位外还得到中山大学环境科学与工程学院、中国人民大学环境学院、北京师范大学环境学院、同济大学环境科学与工程学院、南京大学环境学院、南开大学环境科学与工程学院、香港大学生物科学学院、香港城市大学能源及环境学院、香港科技大学环境学部、香港浸会大学裘槎环科所、香港理工大学土木及结构工程学系、复旦大学环境科学与工程系、华东师范大学资源与环境科学学院、环境保护部华南环境科学研究所的协办以及香港赛马会的赞助。
