Lake Water Quality Planning and Market-based Instruments

THE 13th WORLD LAKE CONGRESS

Wuhan, Hubei Province, China

Background

The 13th World Lake Congress will be held on November 1-5, 2009 in Wuhan, which has been the biggest international academic conference in environmental science in China since 1990 and covers 33 thematic sessions. Thematic session 5 will be held on November 3 during the Congress and hosted jointly by Chinese Academy for Environmental Planning (CAEP) and World Resources Institute (WRI). The topic of thematic session 5 is Lake Water Quality Planning and Market-based Instrument and Financing Mechanisms.

 

The Objectives of Session 5

The session will provide an opportunity for participants to exchange views on lake protection in the filed of water resource and quality planning and the use of market-based instruments for water management. The main objectives of session include: 1) discussion current situation of lake pollution and prospect for framework of lake pollution prevention and control planning; 2) using Market-based instruments and financing mechanisms to effective implementation of lake pollution prevention and control.

 

Session Agenda Draft

The thematic session 5 will have 4 hours and cover two sub-sessions Session 5 will be chaired by Prof. Wang Jinnan, vice president of Chinese Academy for Environmental Planning. Sub-session 1of Lake pollution control planning will be chaired by Mr. CY Jones, Senior Associate of World Resource Institute; sub-session 2 of Market-based instrument and financing mechanism will be chaired by Prof. BI Jun, Dean,School of Environment, Nanjing University. About 12 experts will be invited to be oral presentations for this session. The agenda is drafted as follows below:

1. China Strategy for Key Lake Water Pollution Control in 12th Five Years by Prof. Wang Jinnan, Chinese Academy for Environmental Planning

2. Chinese experts and foreign experts will give presentations for lake pollution prevention and control, drinking water source etc. Through presentations, useful experiences will be obtained and can be applied for future water pollution control planning.

Market-based Instrument and Financing for Lake Management

Chaired by Prof. BI Jun, DeanSchool of Environment, Nanjing University

1. The Application of Market-based Instruments for Water Quality Management in the Great Lakes in USA by Mr. CY Jones, Senior Associate, World Resource Institute

2. Other experts will discuss and review the experiences on the use of market-based instruments and financing mechanisms for water pollution control.

Authors who are interested in participating in the thematic session 5 of The 13th World Lakes Conference are encouraged to submit their full papers before 20 September 2009. Please directly send their papers together with abstracts as attachments to the conference secretariat at info@chinalakes.org or Carol.wu@chinalakes.org with E-mail subject title of “thematic session 5 paper” before 20 September 2009. Authors who are interested in submit papers for this session after 20 September 2009 are asked to email your paper to Mis. WANG Qing at wangqing@caep.org.cn, and also encouraged to distribute hard copies of your paper in this session. Oral presentations are limited to 10-15 minutes. Authors selected for oral presentations have to submit their PPT before 15 October 2009 to Mis. WANG Qing at wangqing@caep.org.cn.
