Roger Rauferis an independent consulting engineerwith more than thirty-five years of private-sector experience in dealing with environmental impacts in the energy sector. He has worked as a consultant for the United Nations addressing environmental issues in China since 1990, and spent four years as a Technical Advisor in the Division for Sustainable Development at U.N. headquarters in New York. He has similarly worked on energy/environmental projects for the World Bank and U.S. AID in numerous countries around the world. Dr. Raufer holds a Ph.D. in Energy Management and Policy from the University of Pennsylvania, with one of the very first doctoral dissertations addressing emissions trading (1984). He has taught at Penn for more than twenty-five years, and is a Senior Faculty Fellow at the Wharton School. He also teaches at the Institut Français du Pétrole in Paris, and has done so since 1989. He is a registered Professional Engineer in a number of U.S. states, and has written two books on the role of emissions trading in environmental management.
