Working Experience

Since 1990 when joining the National Environmental Protection Agency (the predecessor of SEPA)  Mr. Cheng had been deeply involved in both bilateral and multilateral environment affairs which gave him a lot of opportunities to deal with a wide range of tasks including negotiating bilateral intergovernmental agreements for environmental cooperation with foreign counterparts; planning the cooperation activities and developing cooperative projects under the agreement concerned; participating in multilateral inter-government process in the field of global, regional, and sub-regional environmental affairs. From 1990 to 1999, he had served as division chief and deputy director-general of the department of international cooperation successively in SEPA (the predecessor of MEP).

In July 1999 Mr. Cheng was commissioned to Nairobi, Kenya by the Chinese government as China’s Deputy Permanent Representative to UNEP and stationed there until October 2003.

From 2004 to 2008, Mr. Cheng had been the senior advisor to the Department of International Cooperation, MEP, serving as a key negotiator for major meetings and processes under the Convention on Biological Diversity and its Cartagena Protocol on Biosafety such as COP meetings, negotiation in developing international regime on ABS, as well as in elaboration of international rules and procedures in the field of liability and redress for damage resulting from transboundary movement of living modified organisms(LMOs), etc..

       From 2008 to the present, Mr. Cheng has been the guest research fellow in CAEP.
